致在咸外籍人士的一封公开信

亲爱的外籍朋友，您好！值此新春佳节之际，我们谨向您和您的家人致以节日的祝福！

针对当前新型冠状病毒感染的肺炎疫情，湖北省已启动了突发公共卫生事件一级应急响应。咸宁市在党中央、国务院、湖北省委、省政府的统一部署下，正在全力以赴抗击疫情，遏制病毒的扩散和蔓延。市委、市政府十分关心在咸外籍人士的身体健康和面临的困难，为了您和家人的身体健康，共克时艰，根据《中华人民共和国传染病防治法》等相关法律法规的要求和党中央、国务院的决策部署，省委、省政府的工作安排，请您务必配合做好以下工作：

一、及时寻求帮助

为给在咸外籍人士及时提供相关咨询和协助，咸宁市外办系统已开通24小时咨询服务热线（各地热线电话号码附后）。如您有需要请致电我们。

二、关注权威信息

湖北省新型冠状病毒感染的肺炎疫情防控指挥部已开设“湖北权威发布”平台，每日及时发布关于本次疫情的准确、权威信息，您可以从《湖北日报》客户端涉外专栏、长江云、云上咸宁、咸宁发布等媒体及时获取。避免恐慌，不信谣不传谣。

三、尽量减少外出

避免前往人员密集的场所，减少聚会聚餐等集体活动。若必须前往，请正确佩戴口罩，首选医用外科口罩。

四、做好自我防护

保持良好的卫生习惯，注意手卫生，勤洗手，使用洗手液或者含有酒精的湿巾。不与疑似流感患者接触。废弃口罩按规定规范投放。适当开窗通风，注意保持室内环境卫生。避免接触任何野生动物或禽类动物，肉类和蛋类请彻底煮熟后食用。

五、及时就医诊治

持续观察自己的健康状况。如果有政府、社区工作人员、医务人员询问您的情况，请您积极配合他们的工作。若出现发热、咳嗽、胸闷、乏力等症状，请佩戴口罩，就近到我市定点医疗机构就诊。

各位外国朋友，在这危机关头，咸宁是我们共同的家园。让我们众志成城，守望相护，以必胜的信心和勇气，我们就一定能打赢疫情防控阻击战。

A Letter to International Friends in Xianning

Dearinternational friends in Xianning,

We would like toextend our greetings to you and your family on the occasion of the SpringFestival.

In response tothe outbreak of pneumonia caused by the novel coronavirus (2019-nCoV), Hubei Provincial People’s Government has activated Level I publichealth emergency response. Under the direction of the CPC Central Committee, the State Council, the CPCHubei Provincial Committee, and the Hubei Provincial People’s Government, Xianning has spared no efforts in the fightagainst epidemic to curb the spread of the virus. The CPC Xianning Municipal Committee and Xianning Municipal People’s Government are deeply concerned about yourwell-being. For the health of you and your family, you are kindly requested tofollow the Law on the Prevention and Control of Infectious Diseases of thePeople’s Republic of China and other relevant laws and regulations, and thecalls of the CPC Central Committee, the State Council, the CPC Hubei Provincial Committee, and the Hubei Provincial People’s Government, by cooperating in the following areas:

I. Seek help intimes of need

Foreign affairsoffices at all levels open 24-hour hotlines for expats in Xianning(the list of hotline enclosed below). You may call for information and assistance. Please feelfree to contact us when you are in need.

II. Followofficial updates

Hubei ProvincialHeadquarters on Epidemic Prevention and Control has established a platformnamed “Hubei Release”, to update accurate and authoritative information aboutepidemic prevention and control on a daily basis. Please follow theinternational column on Hubei Daily App, “Changjiang Cloud” , “Xianning Cloud”, “Xianning Updates” and other media outlets for the latestupdates. Keep calm and avoid believing and spreading false and unverifiedinformation.

III. Minimizeoutdoor activities

Avoid crowdedplaces, parties and group activities. Properly wear a mask (preferably asurgical mask) if you have to go outside.

IV. Focus onepidemic prevention

Keep goodpersonal hygiene by washing your hands more frequently with soap oralcohol-based sanitizer. Avoid close contact with anyone with cold or flu-likesymptoms. Properly dispose used masks. Maintain ventilation and keep roomsclean. Avoid close contact with wild animals or birds and make sure eggs andmeat are thoroughly cooked before consumption.

V. Seek promptmedical attention

Please monitoryour health condition closely and work with government or community personnelor medical staff if they inquire about your condition. If you have any symptomsof fever, cough, shortness of breath, or fatigue, please go to a designatedhospital with a mask on.

Dearinternational friends, Xianning is our home. In the time of difficulties,we need to stand in unity and solidarity to protect and defend our home. Withconfidence and courage, we can win the battle against the epidemic.
